SHPD ANNUAL REPORT 2025 | CHIEF WAYNE D. HUDSON
CHIEF WAYNE D. HUDSON
I am delighted to present the 2025 Annual Report of the Shaker
Heights Police Department, created in partnership with our
community. This report not only showcases the efforts of our
officers and staff but also highlights the strength of the
relationships we maintain with residents, businesses, schools,
and organizations that contribute to making Shaker Heights a
wonderful place to live and work. Throughout 2025, my
commitment remained focused on listening to our community,
supporting our personnel, and ensuring our services reflect the
values and expectations of those we serve.
Shared Responsibility for Public Safety
Public safety in Shaker Heights is a collective responsibility. Partnering with our residents and
city affiliates, the Police Department prioritized crime prevention, neighborhood engagement,
and proactive problem solving. Through various channels such as patrol presence, community
meetings, special events, and everyday interactions, our officers strive to be visible,
approachable, and responsive. These connections are essential for building trust and addressing
concerns before they escalate into larger issues.
Commitment to Professionalism and Accountability
Guided by professionalism, fairness, and respect, I am devoted to transparent policing practices
and I am committed to being accountable to the community we serve. Throughout the year, I
evaluated our actions to ensure alignment with our values and the expectations of Shaker
Heights residents. Community feedback is invaluable to this process and significantly shapes
our future direction.
Strengthening Our Foundation
In 2025, I also aimed to fortify our department's foundation to serve the community more
effectively. Investments were made in training, technology, officer wellness, and operational
advancements to enhance service delivery and long-term efficacy. By collaborating closely with
city leadership and municipal partners, I ensured these initiatives aligned with the broader
goals of the City of Shaker Heights. This has resulted in achieving the lowest Part I crime rate
since the department began standardized crime reporting in 1960.
Building Strong Relationships
Above all, I believe that strong relationships are fundamental to public safety. I appreciate the
trust placed in us and the ongoing cooperation from our residents and community partners. On
behalf of the dedicated men and women of the Shaker Heights Police Department, I am
