                     49% of cases investigated resulted in clearances (National average in 2024 is 35%
                       according to CSG Justice Center)
                     The crime suppression/ prevention efforts in 2025 were tremendously successful
                       reducing Part I crimes to 227. This was the lowest Part I crime rate ever recorded in the
                       City of Shaker Heights since we began tracking them in 1960
                     514 cases assigned to detectives (36% of all written incident reports)
                     537 cases closed








               Human Capital & Talent


                     Detective David Palm was promoted to the rank of Sergeant.

                     Detective Linda Carlozzi was assigned as the Acting Sergeant for the Investigation Unit.
                     Evidence processing/ SIU room construction project has been completed, allowing
                       detectives a space to process evidence. This includes drying lockers, temporary storage,
                       and a space for our Cellebrite cell phone extraction equipment.
                     Covert camera has been purchased for our Intelligence Unit providing them another tool
                       to reduce crime.

                     The premier property room management software, the Beast, was implemented in 2025
                       improving are ability to track and audit property & evidence.
                     Crime analysis team utilized maps and data tracking software to closely monitor criminal
                       activity and provide valuable information to all staff in our efforts to reduce crime.
                     Numerous database tools were created by the Investigation Bureau Coordinator
                       improving efficiency for the entire police department:

                          o  SHPD Public Records Request Portal
                              A centralized, web-based system that manages public records requests from

                              submission through fulfillment. It standardizes intake, tracks statutory deadlines,
                              improves transparency, supports compliance, and significantly reduces manual
                              email and paper-based processing.
                          o  Training Management & Certificate System
                              A digital training platform that tracks officer and staff training, generates
                              certificates, supports CALEA documentation requirements, and reduces
                              administrative workload associated with manual recordkeeping.
